I seem to recall that the California State Controller office out of
Sacramento monitors dormant accounts as part of an unclaimed property
effort. You might try the Cal State web pages at http://www.ca.gov/s/
Possible the State Franchise Tax Board could help as that amount of
money would generate a 1099 for tax purposes. Also, if she was over 60
something, she could have been deferring her state taxes and records
should be available somewhere for a current or past tax form.
