Well, the meta tag in the header is a bit of a clue:

And I suppose more seasoned site designers -- rightly or wrongly -- just
tend to assume that anyone creating such a ghastly, illiterate mess of a
site probably used a WYSIWYG editor to unleash their esthetic vengeance
on an unsuspecting public.
Actually, the Polish-born novelist Joseph Conrad managed (in a remarkable
feat of prescience) to pen a critique of this site almost a hundred years
before it was even created. It's on the final page of "Heart of Darkness",
and it goes:
"The horror! The horror!"
