I've long since despaired of convincing anyone to do anything but
leave the whole message they're replying to appended to the end
of their reply, previous messages, signatures, headers, and all.
It is everybody's chance to be a spammer, on an incremental basis,
and apparently almost everyone loves spam.  Either that or they
have given up trying to erase anything from their reply because
their display is already covered with many layers of White-Out.

However, I wonder if there isn't some possibility that the list
server could delete the multiple quoted copies of its own
7-line sig before adding a fresh one to the new message.
It seems like a very simple thing to do; I vaguely remember
putting such a feature in a list server that I wrote years ago.
