One potential reason on some servers might be if they're configured to
only do server-side parsing on particular file extensions (.shtml, .php3,
etc.) if the spider is only watching for .html and .htm...

No hits at all?  Or just none to the frameset?  Have you looked to see if
some of the underlying pages are getting hits from the engines?  Have you
checked any of the engines with narrowly-focused queries to see whether
they've indexed any of the content to begin with?  Has the site been
submitted to the engines?

Seems logical.  The only time you'd be sent to a frameset by a search
engine would be if there'd been relevant content indexed by the engine in
that file.  That, in turn, would indicate the presence of <NOFRAMES>
content in that file.  (And I can tell you from my Lynx-based surfing
experience that <NOFRAMES> content is in woefully short supply.)

Otherwise, the search engine is going to send you to the file where it had
found content relevant to your query.  (Hence the frequently-asked
question "How can I make a page load my entire frameset if it isn't
already there?")
