That is definitely an ethical choice but I think you ought to look at
it in a different perspective. Websites are no longer just hard-
coded html. But that does not mean that it is now suddenly the domain
of the programmer. Not at all. If you limit yourself to just hard-
coded html then I think you unneccessarily limit yourself. Consider
yourself as the Perspective. You look at what your client needs and
then offer solutions. You don't need to be a programmer (or perhaps
should not be) to consider a solution which involves programming. If
you feel comfortable architecting websites then you can design
solutions which require programming. Don't get hung up on the
details. Determine what needs to be done. Create the wire-frame
with all the possible scenarious and then get a programmer to provide
the glue.
When I was in Brazil I paid an accountant to teach me how to register
a company (I felt they charged too much and they did). You may want
to find a programmer who will build a solution for you and also
assist you. There are a lot of free programs (especially in Perl)
that you could learn to install. I recently installed a messaging
system that was painfully easy (and yet it was quite sophisticated).
