I don't know what your clients' requirements and expectations are, but
doing this well will be a production and, if you're planning on delivering
it on the Web, highly problematic on a network that wasn't designed to
handle the data streams required by AV. I'm not saying it can't be done
well (I'm looking forward to giving it a crack myself at some point), but I
hope your client has a pioneering spirit!
I've never done any "live" video streams, but I do know that RealMedia and
Quicktime 3.0 both offer this capablility. Vivo may also be capable of
this, I'm not sure. RealMedia requires it's own dedicated server software
and is more mature. However the quality is inferior to QuickTime 3.0 using
the Sorenson video codec and QMusic audio codec. A DV camcorder with a
Firewire connection to some heavy duty processing power (a multi-processor
NT server is probably the best route) and a T3 connection will definitely
be required.
This is all pretty general, but without more specifics it's the best I can
