My company does streaming video.
We have sub-contractors who do "events".

Equipment --
- camera
- mic
- at least 166 MHz machine with capture board
- at least ISDN line to the internet
- video server to host it
- encoder software
- talent / host

I suspect that a University Ceremony being "webcast" is unlikely to command
a sufficient budget or even logistical committment to turn it into a
commercial style broadcast with hosts and graphics UNLESS you manage to
make it a class project for a "Communications:Production techniques"
course. That might get you "talent" and staff.
If the main target is "on campus" or there will be a lot of simultaneous
viewers, you may need something hefty as the server (perhaps a SUN Sparc 20
or so if using RealVideo) (maybe a dual Pentium Pro 200 or P2 300Mhz if
Netshow).
What data rate are you going to want to do this at? For "home" viewers at
28.8? or "on campus" at 100kbps or better?

Streaming QuickTime 3.0 is supposed to be a major factor for the future,
but has not proven itself widely yet. (Quicktime is even being adopted as
part of the MPEG standards IIRC). This is probably no time to experiment
with it.
PUBLICIZE it WELL, and WELL in advance so that anyone wanting to view it
have time to download the plug-in. DO NOT mess with pluginless video.
Pluginless just does NOT work well enough to be worthwhile at this time.
(Er, well, that is unless it is strictly live and strictly on-campus, in
which case it migh be okay under multicasting IP protocol.)
If you have a moderate budget for this project, perhaps we can help you
out.
