For us, an important PITA factor is, "how many decision makers will be
approving our work?" If, for instance, we get our instructions from a
marketing director, but the CEO has final approval, there's a good chance
we'll have to do the same work twice, once the way the marketing director
told us to do it and once the way the guy who approves the invoices really
wanted it done.
