FILE AND FUNCTION CHANGES SHOULD BE DESCRIBED NEXT TO NAMES BELOW
Can we change it so that it's not SHOUTING? I'd prefer to see the
lines to be edited by the committer start with an indicator, like:
---> Change description goes here (OOPS!)
---> File and function changes should be described.....
etc.
