Alright, I get it now.

I was talking about actions displayed on pages (which must not
be cached) while you were talking about actions in the URL
that appear when AJAX is turned off (which we of course cannot
prevent from being "cached").

So it's time to talk about your actual problem now.

I think the matter of GCing already used actions is only peripheral
here; instead we should ponder the other problem I mentioned
en passant: how do we treat repeated invocations of the same action?

In my opinion we should just silently ignore the action.
