Hi,

the log message looks like your Apache is not accessing mod_webobjects

Did you check, whether apache could load your mod_webobjects?
you can verify this using Microsofts ProcessExplorer - this tool allows you to 
list all 
loaded dlls for each process, as apache modules on Windows are technically DLLs 
mod_webobjects should be visible there.

if mod_webobjects could not be loaded, do 32/64 bitness of Apache and 
mod_webobjects match?

If mod_webobjects is loaded, we need to take a deeper look...
