This license only applies to, I think, 5.3 through 5.4.1. There is a new one going forward.

No.

The WebObjects frameworks from Apple are in reality a runtime. There are no Development Tools for WebObjects delivered by Apple any longer (excluding the new nightly builds I guess).
Except that you can't really use the development tools without linking to WO frameworks, which Apple CAN control (well, you can, but they're not very useful).
