The biggest problem I see with the WebObjects pricing scheme isn't with
tpms or even the price of the unlimited license, but rather with the fact
that there is such an abrupt leap from 100 tpm to unlimited in price (and
its even scarier if you live in a country outside the States like Canada
where you face a punishing currency exchange rate).
If Apple were to develop a more progressive graduated scheme that would
help alot ... perhaps there could be more levels in between or perhaps
Apple could sell keys that add additional transactions (perhaps in lots of
100tpm ... at $3000 or so).
I think the idea of a 30 day tryout copy would be cool especially if it
generated a report at the end showing what the average and bursty access
rates were. Then you would be more informed about what license was
applicable. And your clients would have some experience in how WebObjects
really works.

Well, one option you may have is to work on projects partnered with
universities and academia while you're still a small developer. At $99 for
an unlimited deployment license, there is NOTHING that competes with
WebObjects at the academic level.
