how about a file-based fee ? Making a website with 50 compiled WebObjects
files is quite something different from 1000 compiled files (or whatever is
called 'big' these days). I think such a system would be a better measure
for project size than pure tpm. tpm combined with number of files woudld be
the coolest.
Or how about memory usage ? can't you measure project complexity and size
this way ?
