Actually, yes.  Some of the proposed core contributors haven't responded 
yet, mostly because they are away.  I'd like to give them time to respond.

What do you mean by 'submission', formal OGB approval or the start of 
the 14-day comment period?  I guess the latter, right?

Bearing in mind past history I want to be sure that the proposal is 
absolutely rock-solid and has broad agreement about it before I submit.
