The proposal seems fine from my point of view - in fact, anyone who cares about 
the web stuff and willing to do the work should do just that. If we can match 
the community organizational structure to that reality, bonus. One thing I 
would 
say is that I'd strongly recommend to create projects as and when you need 
them, 
rather than straight away based on perceived need.

Either way, I'm happy to vote on this (YES) - given that this has been a 
proposal floating around previously, I'm fine with approving it now.
