In particular, I believe it will tend to drive the decision away from proven, high quality wikis like mediawiki towards fringe offerings whose primary attribute is being written in Java. Personally, I'd rather trade off a slightly higher cost of maintenance for the huge usability, familiarity, stability and worldwide usage of mediawiki. PHP, Ruby, Python and Perl are all great web-development languages; there is no reason why we must be Java-only by policy. "Java" may well be a "plus" in the evaluation, and I have no issues with it being a conditional or optional requirement.
