No, it was decided by TDF, because we use standard icons for document formats, and that IS the standard icon for PDF files (you can of course argue about the fact that the file icon is very similar to the software icon but this is something that dates back to 1991 when the project was developed by John Warnock, and the icons were designed on purpose to be similar - although slightly different - in order to recall the software every time you were looking at the file icon, because PDF files could be created and read by third party software since version 2.0, launched in 1993). Unfortunately, after 20 years it is rather difficult to change the perception of millions of PC users worldwide, although you might have a try.
