The ARC case has not even started yet so you're very early on that cycle, best time to make changes. It is true there's some work to edit the draft, but that work is much less than having to write a new case later undoing what this one does. If the packageRTI has been approved already [aside: it shouldn't really have been sent in before ARC case because what if the ARC review changes something in the packaging?] all it takes is one email to adjust your proposal so that's not much of a burden. > ,so to go and do the rework at this stage won't be possible . Procedurally it is certainly possible since you're so early in the approval cycles. If you just really prefer to do it separately later for other reasons, that'd be your decision. But don't jump to that decision based on procedural grounds, since it's not too late (in fact, it's early). It'll be a lot more work for you later though, since you'll have to handle the users upgrading from 5.1-pre-split to 5.1-post-split, work which you can avoid entirely by delivering it that way initially.
