I don't think such a thing exists.  Maybe you're thinking of mod_python, 
which has a mode which is intended to accelerate CGI scripts.

CGIWrapper serves a different purpose than WebKit.  Its goal is to make it 
easier to write a CGI application.  Some people might find it useful if they 
are writing an app that has to be deployed using CGI for whatever reason.  I 
personally don't see the harm of leaving it in Webware and occasionally 
getting silly questions :-)
