The project I'm working on has the same situation where they have a proprietary identifier for their providers. From what I've been able to tell, using any of the qualifiers (FI, 34, XX) in the NM108 with the proprietary identifier would technically be out of compliance since it would not be following the definitions of those qualifiers. I'm interested to see what others in the group have to say since this is a problem for us, too.
