Under no circumstances would you ever want to put an identification number in NM103, 
regardless of your implementation (HIPAA or non-HIPAA).

As mentioned in another post, code "SV" is now available for use in the 834 addenda 
for the NM108 qualifier which takes care of the issue raised by Judy's question.

The term standard as used in the segment notes refers to the use of the available 
qualifiers named in NM108 and a value in NM109. Currently those are "34" (Social 
Security Number), "FI" (Federal Taxpayer's Identification Number), "SV" (Service 
Provider Number), and "XX" (the NPI once it becomes mandated for use).
