I am having trouble following you but here goes. I did the  stop command 
about 5 times to make sure that there were no instances running. I did the 
PS command and found one more instance and I killed that one also. I 
checked the display page and it was still the same. I did the start command 
again. I use 
sudo /etc/init.d/weewx start
I do not know what is not in permissions ok.
