No need to restart if changing a .tmpl or skin.conf. Just make the change, save the file and it will be use on the next report cycle.
Simple rule of thumb. Change a .py file and you must stop then start weeWX, change weewx.conf you need to stop then start weeWX or do a config reload, change a .tmpl or skin.conf and you don't need to do anything other than save the changes.
