I'm not the expert (Matthew is), but this sounds like a classic FO lockup. Take a look at the Wiki <https://github.com/weewx/weewx/wiki/FineOffset-USB-lockup>. You say you pulled the batteries and unplugged the USB. Did you do both at the same time?
