I see now why I sent you the command to install python3’s configobj.  The 
subject is python3 installation.

Back to python 2...

You should always update before you install.
Let’s try to get things into better shape.

Run the following commands in order:
sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade
sudo apt-get autoremove
sudo apt-get autoclean

Now reboot:
sudo reboot

Lastly, try to install configobj again:
sudo apt-get install python-configobj
