Always a possibility but I have gone back in terminal to review all my commands and it looks like sudo was always used. using ssh for everything as I dont have an external monitor.
i.e. sudo apt-get install weewx Went through the setup dialogs then sudo tail -f /var/log/syslog. was used to get errors shown in last post. I am at the point of doing a fresh install of the pi followed by all the weewx install steps again.
