This could have any one of a number of causes. A few questions:

   - what skin is this, Seasons? Standard? or something else?
   - what driver are you using? Does it provide both inTemp and outTemp?
   - try running WeeWX directly 
   <http://weewx.com/docs/usersguide.htm#Running_directly>, you should see 
   loop packets (LOOP:) and archive records (REC:) appearing on screen. 
   Confirm that inTemp and outTemp are both using the same units. Post a 
   copy of some loop packets here if you are unsure what you are looking 
   at/for.
