The first report is not generated until the end of the first archive
interval. No report is generated on catchup.

Your archive interval is rather long (1/2 hour), so you will have to wait a
bit to see the first one.

To change the archive interval, use the utility wee_device with option
--set-interval
<http://www.weewx.com/docs/hardware.htm#vantage_archive_interval>.
