Follow-up Comment #7, bug #11584 (project wesnoth):
Just found out it's working now. The only problem is, that the wesnothd
process doesn't terminate when I close the console window and all following
attempts fail until I terminate wesnothd.exe manually from Tast-Manager
So I still don't know what was wrong with the exe when i got the bluescreen
but the only remaining problem is the proper termination of the wesnothd.exe
