Details:

I think this problem occurs since years and I maybe have found a solution for
this.

What do we gain if the right locale is set under win? Let me guess: for
example the right language for the date strings in load/save dialogue?
If I'm right python can do the trick, there is a library for transforming
setlocale strings (unix <-> win), see the following link:

http://pydoc.org/get.cgi/usr/local/lib/python2.4/locale.py
