Follow-up Comment #1:

The AI doesn't necessarily choose attacks to maximize the survival
probability from the blowback; often it chooses to maximize expected damage
to the enemy.  We'd need to know the aggression setting for that AI side
before we'd even know for sure whether this is a bug.
