Details:

This patch implements FR in https://gna.org/bugs/index.php?15522.

It creates a new tag called [music_volume] that can change the volume of
music during play. It has two attributes:

*value: Changes the music volume to this value. Expected values are between 0
and 128. (integer)

*relative: Raises or lowers the music by the desired percentage.

1_Tutorial.cfg is an example of using this tag for the purpose of lowering
and raising volume for an event.

It should be easy to extend this tag to another three that can handle sound,
bell and interface volume.
