Details:

This patch makes the [filter_vision] tag, which is part of the standard unit
filter, also work (with analogous effect) in a standard location filter.  It
then uses this feature to improve the situation in Legend of Wesmere scenario
10 where the yetis appear, by delaying the yeti appearance event until at
least one of the yetis will be visible.

The [filter_vision] tag for the standard location filter differs from the
[filter_vision] tag of the standard unit filter in the following ways:
-It does not check whether a unit on the tile is hidden (i.e. ambush ability)
-It respects an additional ignore_fog parameter (defaulting to false), which
if set, causes the vision check to depend only on shroud (good for checking
whether a side can see the terrain)
-If no side is specified, it defaults to all sides, rather than just all enemy
sides (since there are no "enemy sides" for an empty tile)
