The original intent is pretty irrelevant I'd say. Important is what seems to
be the best right now. And well, based on what wou write, we should perhaps
declare the bug a feature and mention it in the wml syntax changes thread.
(And move anything else left that makes sense also to
[scenario][generator][settings] ?)
