Follow-up Comment #3, bug #22466 (project wesnoth):

Having spent a bit of time looking at usage in mainline, it seems there's a
bunch of sighted events which assume that AI sides without fog/shroud won't
cause them to trigger. Of course, those would be straightforward to fix by
adding the secondary filters.

On one hand, the current way is brutally consistent, but then again it
probably causes a little bit of confusion and breaks a lot of old events which
would otherwise now function as intended. However, there's certainly some
value in allowing unfogged/unshrouded sides to sight units as they're for
example recruited. It sounds like one couldn't really fix the problem as it
appears in this scenario without removing the ability to do that, right?

I don't think the possibility of using sighted events as a way to detect when
a unit appears on an unfogged/unshrouded map is important enough to influence
the decision, though.
