Follow-up Comment #1, bug #22814 (project wesnoth):
I think it's not a bug.
In the first turn, the player is presented with the situation and now makes a
strategy. The scenario designer may want to control the hp of the units, and
the exact amount of gold the player has. If the first turn upkeep happened,
then the scenario designer would have to figure out how to counteract these
things to get the exact gold values / hp values they want, effectively
fighting against the game engine.
If you can't provide a "use case" for this, some situation where it's helpful,
I would like to close.
