We discussed a little on irc,
for now we are going to mark this won't fix, but if you want to make a feature
request for a flag of scenarios that makes upkeep stage happen also on turn 1,
that's fine IMO.
I don't think we would try to separate the healing / gold aspects of upkeep
stage, that would be awkward.
