Well, I attached a 'use case' with my submission: the replay on the
merkwuerdigliebe map, which comes with the vanilla bfw. I also recently had a
situation playing sx where it would have been useful (Light Cave). This should
apply for more tight maps, where engagement is possible before a player even
had a chance for a move.
I don't know what to make of your examples; if a player did not even have the
chance to recruit, upkeep is not relevant for turn 1? So it wouldn't have an
effect on gold. And if fighting takes place in turn 1 (or 0 for the player
with the later turn), there also will be no precise prediction for the hp the
following turn. (I fail to see the point.)
I still believe the current state is not true to the definition (healer can
heal every turn).
