I have made two changes in master to try to improve this:
- Minimap images are cached in the mp create screen. (This won't actually
address the specific thing you reported but I think it's a good idea
anyways.)

- Terrain type data, after being loaded from all of multiplayer, is cached and
remembered, only being discarded when you change to SP or editor. It is also
shared amongst the maps that you load, so this will speed things up any time a
new map is loaded.

Qualitatively I think it is a modest improvement overall, however profiling
results were inconclusive. I never observed extremely slow loading times with
this machine. I'm going to mark this one "ready for test". (Note that we
didn't do anything in 1.12 and almost surely don't have time.)
