Follow-up Comment #3, bug #22974 (project wesnoth):
we already allow force_modification= for [multiplayer] (at least accoring to
the wiki, i didn't test it). It is intended to add the code that checks for
compability with [modification], [era] and [multiplayer] for [campaign] too
and then force_modification would be avaialable there too.
Couldn't you just use a [set_variables] [literal] in a prestart event if there
is only [event] avaiable?
