Details:

First, it'd be cool if we could have the force/disallow_era/modification for
campaigns too e.g in the [campaign] tag.

Second, 'hidden' modificationswould be useful: Often you want some events in a
campaign in every scenario and it annoying to write {MY_COOL_EVENTS} in every
scenario. My proposed solution is to have a hidden=yes/no attribute in
modifications, so that we can put those events in a 'hidden' modification and
then include that modification with force_modification= in [campaign].
