It makes sense.

However, with item images, like the storm trident and sceptre of fire, I
think it makes sense to move them all to images/core/items/, even though
some are campaign specific. My reasons are:
  They are often reused by other campaigns.
  We do not have enough items that are campaign-specific to make sorting
them out by campaign a worthwhile endeavor.
  As I understand it, the reason behind the sorting is to make the
directories easier to navigate, but creating one directory for 1-2
images doesn't do that, it actually makes it harder.

Hm...
To go along with this, would it be possible to reorganize units/, so
that campaign-specific units like the Lord, Noble Lord, and Mounted
Fighter lines go inside units/HttT/, units/tRoW/, or units/EI/?
