I think the structure might also be used to indicate who owns an image. We might say that images in the core can be freely used, but not changed by any campaign mintainer. Whereas campaign specific images should not be linked to by other campaigns (but could be copied) so that the campaign maintainer is free to do whatever they want with images in their campaigns without having to worry about other people being dependent on them. Campaign specific units also have similar issues.
