I disagree.
If you count the Ruffian/Henchman you'll have two similar unit
(except the alignment) : melee impact with no ranged attack.
About L0 units in general there is already two other units with impact :
Mudcrawlers and WC. So far there is :
- Only one l0 unit with blade : the Vampire Bat
- 2 units (3 if you count the Woodsman) with pierce : Goblin Spearman, Peasant
- 2 units (3 with the Henchman, 4 if we include the Townsman) with impact : WC, 
Mudcrawler.
I think a 4-3 melee blade L0 unit would be a valuable unit (for a level 0) and
would be useful against some kind of enemies (Elusivefoot in particular).
I find it more interesting than adding just another L0 unit with impact (which
is already the most usual type of damage for L0 units...).
Also x-3 melee impact will probably cause a RIPLIB problem with the
advancements (except if you create a new unit), whereas 4-3 blade will not be
a problem with the Sergeant as a levelup.

A 4-3 blade attack is not necessarily a sword attack, it could be a knife, a
dagger, or something else...
