At least cmake *can* do this since it does just produce the needed project 
files. So XCode builds
are no problem at all. For Windows we did just change the "default build 
system" from vc++ to devcpp
(which is using mingw gcc). I don't know if cmake is already able to create 
those files, but I think
with asking politely we can get the support for it into cmake (the kde devs 
said that upstream
support from cmake was great). I will ask one of the devs explicitly about 
devcpp support at FOSDEM
(if I don't foget to do so).

I think that is currently one of the main benefits of cmake, it is 
crossplatform and supports the
basic and known build systems of each.
