That's good, because I'm just learning it now.  It will be useful to have
someone else on the project who understands it.

Please have a look at SConstruct in the root directory, which is me
trying learn scons by translating configure.ac into scons language.
The intention is to build a set of defines in the configsyms directory
with which I can emit an autotools-compatible config.h file.

I'm puzzled that there doesn't seem to be any built-in way to test for the 
availability of commands.  Am I just missing sometging here?

Given how heavily we already use Python, I don't think that bias needs
any apology.
