It might. And reposurgeon could do the dissection easily.

I'm reluctant to go this route, however, as it would leave the
metadata in the main repo in a messy state that would make future
understanding of some parts of the project history significantly
more difficult.

Our release manager wabts everything that goes into a release bundle
to be in one repository - and that, too, is a significant point.
