'People will not eat noble concepts. what is important is putting real income 
in their pockets' I read something similar to this....'people resisted garden 
city but now....'     Guys, lets get out of this slumber. it amuses me when 
well educated and well exposed people start reasoning the way we have started 
reasoning. This trend if not checked makes us a liability to our people. For 
starters, why do we have the Procurement rules and regulations in Uganda. Why 
can't a ministry or local government body not procure any thing at will but 
through PPDA. why do we have procedures and forms for forming a company, 
acquiring a plot in town, recruiting people in the civil service, electing 
leaders, getting Environmental assessment Impacts for setting up even mere 
'petrol' stations. No body is against development. But you are not going to set 
up a shopping mall and the tallest building in Africa in Queen Elizabeth 
National Park in the name of development.. Come
 on guys, lets not be lackadaisical and shallow in our reasoning....I am not 
insulting any body... I apologize for the use of language which might sound 
offensive... But for those who studied Nile English Course and not Ogudupe, 
these are just superlatives... If some one is to develop Barifa, let the local 
authorities consent, let them pay the relevant dues including ground rates and 
rent, let them pay the necessary taxes which can be used for improving the 
street lighting in Arua, let our planners in Arua approve the structural and 
building plans, let them pay for the approved plans. let it fit in the master 
plan of Arua Town, lets know the areas which will be the recreation ground, the 
shopping malls, the schools, mosques, churches, estates and let them offer us 
an alternative green belt. Simple...But for us to accept blind development is 
to be like African Kings and Chiefs who colluded with  Arab invaders and 
marauders to take able bodied persons
 into slavery. We postponed the issue of going to Court because members wanted 
us to do more consultations... If you think we are stupid to resist Barifa Land 
Grabbing,  What of the Acholis who resisted the taking up of Amuru by Madhvani 
to start a large scale sugar cane growing plantation only for it to emerge 
latter that there were substantial deposits of oil in that land... If we are 
brave and love development regardless of anything, why don't we also go and 
start constructing a big shopping mall in Mabira forest.. Wake up...Otherwise
