The "Error 5" message originates from back in the DOS days. It means that
the user does not have sufficient rights to do whatever they were trying to
do. Most likely in this case. Your localsystem account was not setup to
allow it to run as a service. I am sorry that I have not used Windows 2000
and therefore can't help further.

This is a Windows 2000 Server machine.  I'm not trying to use the Service
Monitor Plugin -- I'm trying to run the program as a service, in the
background, rather than as a console application.  

I do have it running now, but I'm still trying to figure out what the
problem was.  The fix was to have it log in as our Domain Administrator
account, rather than LocalSystem.  What rights would a Domain Administrator
have that a default-install LocalSystem account would not?  How can I modify
the LocalSystem account to have these rights?  The current solution can only
work for testing purposes.

I have also tried it as the local administrator account and with an account
I created specifically for testing that I added to the local
"Administrators" group.  The only way I can get it to start is with the
Domain Administrator account.
